I have used a product called "decoart snow-tex" that I got at a craft store (Michaels). It's a crunchy kinda paste.

Here's an example of poorly applied snow to a base that wasn't quite dry yet (there's also some pink that bled into the snow that you can't see in the pictures). I think I also continued to try to "shape" the snow after it was partially dry, which made it look lumpy and weird.
